Water Water Everywhere

Is there a reason why everytime it rains the campus is so flooded that I need to carry around a small boat? As a freshman I used to try and avoid the small water masses that collected around campus, but now I just give in. I suffer the cold and wear footwear that I don't mind getting soaked (whether they be flip-flops or whatnot.) I thought a lot of our buildings were built from prison models. Don't prisoners have good drainage and dry conditions? Shouldn't I as an upstanding member of society?
